In this third webcast in the Cybersecurity TV CNAP Series, the panel will discuss the full spectrum of Healthcare cybersecurity from patient data to national health. They will discuss concerns regarding electronic health records and the challenges and issues related to patient privacy, medical data portability and significant medical use of data. The topic will expand into cybersecurity/infrastructure concerns specifically addressing challenges surrounding public health programs and services in the US.

Luis Jose Cruz-Rivera

Mr. Cruz-Rivera has over 20 years in engineering solution development, consulting, and corporate management, serving multidisciplinary and complex projects in both the private and public sectors. Luis Cruz-Rivera has a breath of experience in setting the direction of new business opportunities, tailored solution development, intellectual property exploitation, and partnership development to effectively meet growth, technical, financial, and business objectives. His technical management experience includes developing key performance indicators, developing teams, and executing plans to meet near-term goals and long-range strategies in cyber and system engineering, architecture, and R&D. Mr. Cruz-Rivera has focused his career on the effective management of technical and business innovation, always striving to achieve and maintain a competitive edge and enduring value that adapts to the dynamic and demanding requirements of national and corporate priorities.

A U.S. Army veteran and a member of numerous professional and civic organizations, Mr. Cruz-Rivera obtained his BS in Electrical Engineering from Prairie View A&M University and graduate work from Stanford University and GA Tech where he supported the Intelligence Community, as a consultant through SAIC, on cyber security, cyber-physical vulnerability, and supply chain risk. As a serial entrepreneur for over a decade, he supported venture capital and hi-tech venture development organizations. Before coming to Resilient in 2014, Luis Cruz-Rivera worked as a Technical Director at TASC supporting Cyber and IT and the DHS DNDO programs in solution development, systems engineering, business development and project management. Within the sector he has been instrumental in the identification of business and technical models for multiple customers.


Mike Magrath

Mr. Magrath is a nationally recognized leader in field of healthcare identity management, a frequent speaker and thought leader. He leads business development and strategic alliances for VASCO Data Security's U.S. Healthcare business with a focus of strengthening security and access to electronic health records.

Mike is Chair of the HIMSS Identity Management Task Force. The Task Force represents HIMSS’ 61,000 members with regard to national and industry initiatives on identity management, such as the National Strategy for Trusted Identities in Cyberspace Identity Ecosystem Steering Group (NSTIC IDESG) and other national policy and technical efforts. In addition, the Task Force develops tools and resources that will assist HIMSS members on identity management issues.

Prior to VASCO, as Director for Identity Solutions for DrFirst he focused on streamlining and securing the identity management process for healthcare providers nationwide and increasing the adoption of electronically prescribing controlled substances (EPCS).

Prior to DrFirst, Mr. Magrath lead Gemalto’s market and business development activities in the U.S. Government and healthcare markets and represented Gemalto on TechAmerica's Cyber Security & Health IT Committees, the Workgroup for Electronic Data Interchange (WEDI), the Health Record Banking Alliance, the Medical Identity Fraud Alliance and the Secure ID Coalition.

He served as Chairman of the Smart Card Alliance's Health & Human Services Council from 2010-14 where he spearheaded initiatives to stimulate the understanding, adoption, and use of smart card technology in healthcare. In this role, he briefed HHS’ Office of the National Coordinator for Health IT (ONC), the Office of Civil Rights, the Centers of Medicare & Medicare Services, the Department of Veterans Affairs, and the Government Accountability Office (GAO) on the benefits smart cards can offer to the healthcare system.
